Mexico & the War on Drugs, Wednesday on Florida-Caribe, 96.5 FM

Just south of the border, a war involving a federal army and irregularsis being waged.

Vast areas of northern Mexico have seen a continuous erosion of thestate over the past two decades, and well-organized narco cartels havefilled the vacuum. Now the federal government of Mexico is trying toreassert itself, using the federal army. The crackdown is a sign of thingsto come, as the United States, under Plan Mérida, wants to provideMexican law enforcement billions of dollars and military assistance in itswar on drugs.

The most important theater in Mexico's war on drug cartels is the cityof Ciudad Juárez. While the army claims successes in its crackdown,human rights activists say they themselves have become targets.

The degree of lawlessness in Ciudad Juárez can be measured by theunresolved cases of dozens of girls found over the past 15 years in massgraves around the city. Florida-Caribe will talk to Alfredo Limas, ahuman rights activist in Ciudad Juárez, and Olga Aiken, a Mexicanpolitical science researcher, to shed some light on life in this city undersiege.
